In Gironde, This Massive Salmon Farm Will Draw 6,500 m³ of Water Per Day

Permission granted. Decree signed. But on the ground in the Gironde, hydrological concerns are rising: Pure Salmon will withdraw 6,500 cubic meters of water every day to produce 10,000 tons of salmon annually, planted directly between two protected natural areas. A placement that defies ecological logic.

A colossal draw on a water resource under strain

On August 3, 2026, Sophie Brocas, the prefect of Gironde, signed the environmental authorization decree for the Pure Salmon project at Verdon-sur-Mer. Over 14 hectares, the aquaculture plant funded by a Singaporean fund aims to turn the Médoc tip into a European stronghold for intensive salmon farming. Investment: 280 million euros. Promise: 250 jobs. Trade-off: a daily water withdrawal unprecedented in an ecosystem classified among Europe’s most fragile.

Every day, Pure Salmon will draw 6,500 cubic meters of water. Annually, this adds up to 2.37 million cubic meters, or about 2,600 Olympic-sized swimming pools. This volume places the project among the largest industrial water users in Nouvelle-Aquitaine. The RAS (Recirculating Aquaculture System) technology promises 99% water reuse, but the initial withdrawal remains massive. Opponents point to a contradiction: how can such a draw be justified in a region where agricultural irrigation and human consumption already face recurring summer restrictions?

The water withdrawn will come from local underground aquifers. Yet, regional hydrological data show that Gironde experiences increasing low-water episodes. In 2025, 18 communities in the Médoc were placed under drought alert for a total of 112 days. Adding an industrial demand of this magnitude further unsettles a fragile hydrological balance.

Low water levels and competing uses: the Gironde already under pressure

The watershed of the Gironde estuary concentrates multiple uses: viticulture, shellfishing, commercial fishing, and drinking water supply. Every cubic meter drawn by Pure Salmon competes directly with these activities. Oyster farmers in the estuary, already dealing with seed mortality and water acidification, fear further degradation.It’s power-playing for a factory that threatens the water resource,” condemn citizen groups and local associations.

The prefecture justifies its permit with “exceptionally stringent environmental prescriptions,” including continuous water quality monitoring and adjustable withdrawal thresholds during drought periods. But no long-term cumulative impact study has been made public.

The Gironde estuary, a unique ecological heritage in Europe

The site chosen for Pure Salmon sits between two Natura 2000 zones: the North Médoc marshes and the Gironde estuary proper. This estuary hosts 80 migratory fish species, including the European sturgeon (Acipenser sturio), listed as Critically Endangered by the IUCN. The estuarine mudflats also serve as a migratory stopover for 150,000 waterfowl each year.

Installing a 14-hectare industrial facility in this ecological corridor poses a major disruption risk. The 27 NGOs mobilized, including L214, Greenpeace, Bloom, and Seastemik, call the project “completely outsized” and denounce a direct threat to Europe’s largest and most wild estuary.

Accumulation of discharges: sludge, antibiotics, organic matter

Even if the closed-loop technology limits liquid effluents, the plant will generate concentrated organic sludge. With 10,000 tons of salmon raised annually, metabolic waste (feces, urea, mucus) will amount to several hundred tons of organic matter per year. Waste treatment is planned on site, but their final fate remains unclear: agricultural spreading, anaerobic digestion, or temporary storage?

Pharmaceutical residues also raise questions. While Pure Salmon asserts it reduces antibiotic use through a closed circuit, no intensive aquaculture operation completely avoids preventive treatments. Antibiotic molecules, even at low concentrations, can accumulate in estuarine sediments and disrupt aquatic microbial communities.

The RAS technology: virtuous on paper, unprecedented at this scale

Closed-circuit recirculation (RAS) is portrayed as the most virtuous aquaculture technology. It reduces water use by 95% compared with open-sea cage farming and limits nutrient leaks. But Ifremer, in a March 2026 opinion, notes a “scale-up” with “few operational references worldwide” at this production level.

The few RAS farms of comparable size (Atlantic Sapphire in Florida, Nordic Aquafarms in Norway) have faced technical difficulties: mass mortalities, biofilter failures, energy-cost overruns. Pure Salmon promises 10,000 tons per year from the start. By way of comparison, all French aquaculture produced 5,807 tons of fish in 2024 across all species. The Gironde project would thus triple, on its own, the national capacity.

The environmental prescriptions: is the framework enough?

The prefectural decree requires continuous monitoring of air quality, water effluents, and local biodiversity. An oversight committee bringing together state services, local authorities, and associations is planned. But NGOs call the mechanism “cosmetic.” There is no reversibility clause in the authorization: if impacts exceed forecasts, there is no automatic shutdown provision.

Moreover, the prefecture emphasizes the strictness of the prescriptions but refuses to publish the full hydrological models. Since January 2026, associations have requested access to the discharge dispersion studies and crisis scenarios in case of technical failure. To date, these documents remain classified as “sensitive.”

Environmental opposition: 27 NGOs and 20,000 unfavorable comments ignored

The public inquiry, closed in January 2026, collected more than 20,000 contributions. Virtually all were negative. Despite this broad rejection, the inquiry commission issued a favorable opinion in March 2026, angering opponents. “Never have we seen such citizen unanimity swept aside with a wave of the hand,” says a member of the Verdon Environnement coalition.

On July 2, 2026, the CODERST (Departmental Council for the Environment and Health Risks) also validated the project. The same day, 200 protesters gathered in Bordeaux to denounce a “denial of democracy.” Monique Barbut, the Minister for Ecological Transition, had declared in April 2026 before the Senate that she was not personally in favor of the project. But inter-ministerial arbitration leaned toward Sébastien Martin, the Minister of Industry, who visited the site in June 2026 to show his support.

The legal recourses: the ultimate safeguard?

The 27 NGOs announced appeals to the Bordeaux Administrative Court. Legal arguments will focus on three axes: violation of the precautionary principle, insufficiency of the cumulative impact study, and non-compliance with the Water Framework Directive (WFD). Environmental lawyers estimate the process could last between 18 and 24 months.

Two precedents inspire opponents. In Pas-de-Calais, the Local Ocean project in Boulogne-sur-Mer was suspended in 2025 after a challenge for insufficient environmental assessment. In Côtes-d’Armor, Smart Salmon in Guingamp was abandoned in 2024 amid local mobilization. But Pure Salmon benefits from stronger political and financial backing: 280 million euros in investments and the support of the Ministry of Industry.

Food sovereignty or ecological integrity: a choice that should not be binary

Alternatives exist: support sustainable fishing, develop extensive offshore aquaculture, diversify to locally less demanding species (trout, sea bass, sea bream).

The authorization granted on August 3, 2026 opens a precedent. If Pure Salmon comes to fruition, other mega-fish farms could follow. The legal battle looks set to be lengthy. But one question remains: can we truly call “food sovereignty” a production that could permanently jeopardize the region’s water resources and biodiversity?
